In chrome://settings/clearBrowserData, the maximium cache size under 'cached images and files' is never more than 318 MB, which is what I think the default was.

There isn't a default size for Cache in Google Chrome. The maximum size of the cache is calculated as a percentage of available disk space.

The cache size will also determine the maximum size for cached files, which is 1/8 of the total amount in bytes. Anything bigger won't be cached on the disk.
